DSAC Briefing on the State of National Federations
The Department of Sport, Arts and Culture (DSAC) presented a comprehensive briefing to the Portfolio Committee on Sport, Arts and Culture on 17 February 2026, outlining the current state of National Federations (NFs), key governance challenges, funding allocations, and athlete support programmes Status of National Federations ....The briefing provides:A historical overview of funding allocation processes and reforms introduced from 2020 onwards.The current status of transfers to compliant sport and recreation bodies, including the 2025/26 budget allocation of R98.5 million.Governance findings highlighting that over 50% of National Federations operate without permanent staff and rely largely on volunteers.Infrastructure realities, including limited office space and administrative capacity within many federations.Key challenges affecting athlete support, including insufficient funding for international participation, limited access to medical and scientific expertise, and gaps in social and technical support structures.The presentation further outlines existing athlete support mechanisms such as:Operation Excellence (OPEX) – supporting elite Olympic and Paralympic athletes.DSAC Athlete Support Programme – providing direct funding to youth and junior athletes.Provincial Athlete Support Programmes – delivered through Provincial Academies of Sport.Project 350 – a strategic initiative aimed at preparing 350 athletes for the 2028 Los Angeles Olympic and Paralympic Games through a centralised support fund.The briefing concludes with a proposed structural reform: the establishment of a Sports House to strengthen governance, professionalise federations, and enhance administrative stability across the sector.This document provides valuable insight into the financial, governance, and performance landscape of South African sport and outlines the strategic interventions aimed at strengthening federations and improving athlete support nationally.
